Constitution (internal guidelines) Obesitology Section of Slovakian Diabetes Society (OS SDS)

OS SDS operates under the rules of Slovakian Diabetes Society (SDS).

Organizational structure of OS SDS

The OS SDS consists of the committee and the members.

The OS SDS committee has seven members, of which five are elected and the other two are the Chairman of SDS and the Scientific secretary of SDS. The Chairman of OS SDS cannot be the Chairman of SDS in the course of one election period (four years). The Chairman of the Obesity Section Committee shall be elected by the members themselves according to the rules that apply to the Committee of SDS. In addition to the Chairman, the members of the OS SDS Committee elect the Vice-chairman and the Scientific secretary. The OS SDS Committee meets at least twice per year. The Chairman of OS SDS is invited to meetings of the SDS Committee, without the right to vote (if not already a member of the SDS Committee), but as an advisor.

Membership base includes members of SDS who have confirmed in writing that they want to be members of OS SDS. Membership in SDS is essential for membership in OS SDS.

Members are invited to meetings of OS SDS, representing a general meeting. The general meeting approves conceptual issues regarding activities of OS SDS.

Mission and goals of OS SDS

OS SDS presents, publishes and promotes suggestions and opinions

  • on the scientific issues in the field of obesitology
  • on the cutting-edge diagnostic, therapeutic and scientific practices
  • on ethical issues in the field of obesitology
  • on legal norms
  • on education in the field of obesitology

OS SDS organizes scientific meetings and encourages the participation of its members at scientific meetings at home and abroad.

OS SDS informs its members about the latest diagnostic and therapeutic procedures.

OS SDS collaborates with scientific and health organizations both in Slovakia and abroad, supporting reciprocal colaboration and exchange of experts.

OS SDS supports research in obesitology.

OS SDS  proposes awards to SDS for achievements in the field of obesitology.

Property of OS SDS

OS SDS has no property but has set up an OS SDS sub-account that is separate of SDS, being operated by OS SDS based on the decision of the Committee and OS SDS members‘ meeting.

Election and procedure rules

OBESITOLOGY SECTION OF SLOVAKIAN DIABETES SOCIETY (OS SDS)

  1. Elections to the OS SDS Committee

1.1. Elections to the OSSDS Committee can be:

  1. a) proper, which are held every fourth year
  2. b) additional
  3. c) special

1.2 The Chairman declares fair elections no later than three months before the mandate of the Committee expires. An election date will be determined so that the new committee is elected no later than two weeks before the expiry of the Committee mandate. The number of the OS SDS Committee members for the next four-year term is decided by the OS SDS Committee.

1.3 Elections to the Committee shall be secret and direct. Every proper member of OS SDS has suffrage. Every proper member of OS SDS can be elected to the Committee.

1.4. Election is coordinated and controlled by the three-member Election Commission proposed by the Chairman of SDS and OS SDS.

1.5. Election to the OS SDS Committee will be made by the correspondence form. At least one month before the election date, each full OS SDS member will get a namelist of proper members, which serves both as a list of candidates and a ballot paper. The namelist states a serial number, name (in alphabetical order), academic title and the place of residence of candidates. In cases someone’s membership in OS SDS is questionable, or if someone is not present on the namelist, the Election Commission decides on registration or striking out of the namelist. An appeal against the commission´s decision can be submitted in writing to the Review Committee of SDS.

1.6. Each proper member of OS SDS can vote for a maximum of five candidates of the Committee. The chosen candidates will be marked by circling the number of the electoral candidate for the OSSDS Committee.

1.7. Ballot papers on which more candidates are marked by circle, as referred to in paragraph 1.5 of the Electoral Regulations and the ballot papers, which are filled by other means than described will be void. In cases of dispute about the validity of the ballot paper, the Election Commission decides by an absolute majority of its members.

1.8. A candidate with the most votes becomes a member of the committee if not canceling the Committee membership in writing within 7 days from the announcement of election results. The candidates on the other three places are alternates for the committee. If the votes forthe last two candidates are equal, the Election Commission decides by drawing lots.

1.9. The Election Commission shall draw up a report on progress and outcome of elections, which will be submitted to the Chairman of OS SDS and SDS. The Chairman of OS SDS shall declare the election results within 14 days of their completion.

1.10 Further details about the organization of elections are determined by the Election Commission which notifies the OS SDS members by a letter accompanying the namelist of candidates.

  1. The provision of the OSSDS Committee and Electoral Regulations for Committee officials

2.1. After the regular or special Committee elections, a constituent meeting of the new committee shall be convened and led by the Chairman of the former OS SDS Committee. Members of the former Committee may be present at the constituent meeting. The quorum for the inaugural meeting shall be two thirds of the members of the new OS SDS Committee with the voting right.

2.2. The Election Commission for the election of the Chairman, Vice-chairman and Scientific secretary shall be elected at the constituent meeting. The members of the Election Commission may also be members of the former OS SDS Committee. The candidates for the Committee office may not be members of the Election Commission.

2.3. Elections of the Chairman, Vice-chairman and Scientific secretary are secret. All members of the new committee have a right to vote. The elections will take place one by one (initially, the Chairman will be elected, then the Vice-chairman, etc.)

2.4. Proposals for the Chairman and Vice-chairman from the new Committee members with voting rights may be submitted by all members of the Committee (including members with an advisory capacity). A ballot for a function shall be prepared based on proposals and approval of candidates, with the serial number of candidates and names arranged in alphabetical order.

2.5. On the ballot papers for each function, each elected member of the Committee shall circle the serial number of a single candidate. The candidate recieving an absolute majority of votes from the present voting members of the committee shall be declared elected.

2.6. If no candidate for the function receives the absolute majority of votes (section 2.5.), the two candidates with the most votes proceed to the second round. A candidate with more votes becomes the winner of the election. If equality of votes for the OS SDS Chairman being the case, the elections are repeated. If the votes for the other functions are equal, the Election Commission may decide by drawing lots.

2.7. After the election of new Committee officials, a newly elected Chairman of OS SDS takes over the leadership of the inaugural meeting.

 

  1. The procedure rules of the OSSDS Committee (in addition to point 3 of Article IX of the SDS Articles)

 

3.1. The Committee shall meet at least two times a year. The OSSDS Committee meetings are public.

3.2. The Chairman shall convene the Committee within one month after receiving an application, even if asked to do so in writing by

  • more than one quarter of the of proper members of OS SDS
  • at least three elected members of the OS SDS Committee
  • the Revision Commission of SDS

3.3. The quorum for meetings of the OS SDS Committee shall be the requisite majority with voting right.

3.4. Resolutions relating to personnel matters are made in a secret ballot.
